The purpose of local authorities is to create public value in a financially sustainable way. To fulfil that purpose requires human, organizational, and relational capital – all forms of intellectual capital – which in turn create competence and confidence in the authority. Furthermore, the intellectual capital of the local authority must interact with that of its constituency. Here we study the relationship between these two forms of intellectual capital and their application to local authority planning, control and reporting documents, both conceptually and through an empirical research of Italian regional capitals. Our aim is three-fold: we describe the state of the art of intellectual capital internal and external reporting by local authorities, analyze its strengths and weaknesses, and try to provide some useful guidance for future developments.
