The innovation process regarding the Health System aims to service quality improvement along with cost reduction. This innovation process could use ICT to better pursue its own goals. However, a deep analysis of ICT cost and benefits is necessary, to really understand if ICT is really able to support efficiency and effectiveness of Health services. In this paper, the authors suggest the methodology to develop an evaluation framework to be applied to Electronic Health record (EHR) systems.
