Abstract: 

This paper presents some best practices, in which subsidiarity is the basic principle used in order to foster a sustainable development of SMEs. The cases assessed refer to public policies implemented by two Regional Governments, Lombardia (Italy) and Lambayeque (Peru). The comparison underlines the fundamental role played by the two core components of subsidiarity: the centrality of the individual and a participatory approach.
A closing remark points out the significance that subsidiarity holds in SMEs’ sustainable economic development along with the empowerment of each individual engaged in this development in respect to the local and global context.
